The Design Review and Construction Supervision of Walukuba Market in Buliisa District is a sub‐project under the Albertine Region Sustainable Development Project (ARSDP), financed by the World Bank (Loan No. IDA 54060) and implemented by Uganda’s Ministry of Lands, Housing and Urban Development. This consultancy covers two main components: a thorough review of the market’s detailed design to ensure compliance with ARSDP’s technical, environmental and social safeguards; and on-site construction supervision to monitor quality, schedule adherence, and cost control throughout execution
Challenge
The Walukuba Market is designed to address the region’s lack of a safe, organized trading hub capable of accommodating the rapid growth in local agricultural and fishery produce, while also improving sanitary conditions, reducing post-harvest losses, and creating reliable income opportunities for smallholder farmers and fishers in Buliisa District.
Solution
The solution involves constructing a modern, fully serviced market complex featuring covered, modular stalls to protect produce from weather, purpose-built cold storage units and drying bays to extend shelf life, dedicated areas for fish processing with effluent treatment to safeguard sanitation, and integrated waste management systems; complemented by training facilities for vendors on post-harvest handling, digital transaction kiosks to improve transparency and traceability, and upgraded access roads and drainage to ensure year-round operability and stimulate efficient trade flows.
